Regulators announced the settlement Wednesday with Morgan Keegan & Co., an investment firm based in Memphis.

They had accused Morgan Keegan, Morgan Asset Management and two of its executives of miscalculating and overstating the value of mortgage-backed securities during 2007. The securities were included in five mutual funds marketed under the brand name Helios.

Officials estimated total damages to investors at about $1.5 billion after the value of the securities plunged. That includes about $70 million in losses suffered by Georgia investors. Nationwide, more than 39,000 investors were affected, including some in nearly every state.

“The falsification of fund values misrepresented critical information exactly when investors needed it most — when the subprime mortgage meltdown was impacting the funds,” Robert Khuzami, director of the Securities and Exchange Commission’s enforcement division, said in a statement.

As the SEC’s Atlanta regional office announced the settlement, Morgan Keegan’s parent, Birmingham-based Regions Financial, simultaneously announced it is considering “strategic options” for the Memphis unit. Translation: It

The housing market has been in bad shape for five years now, and there are many indications that things aren’t going to get better anytime soon.

Some market observers argue that things could get worse, because of a major demographic shift under way.

The oldest of the baby boomers — the generation of 78 million Americans born between 1946 and 1964 — have already turned 65. As the generation continues to age, some warn that there won’t be enough Americans around of working age to buy all their houses.

“Older people are a ticking time bomb for the housing market,” says Dowell Myers, a demographer at the University of Southern California. “What we’ve gone through recently could be nothing compared to what we have five years from now. When the boomers start to sell off their houses, there are going to be too many boomers and not enough buyers.”

Needham is still calling Intel a ‘buy’ but we beg to differ.

Needham & Co. Reiterates Buy Rating on Intel Following NVIDIA Deal: Computer processor maker Intel ( INTC – news – people ) on Tuesday saw its “buy” rating reiterated by analysts at Needham & Co., following the company’s licensing fee agreement with graphics chip maker NVIDIA ( NVDA – news – people ). The firm also backed its $26 price target on INTC, which implies a 26% upside to the stock’s Monday closing price of $20.69. A Needham analyst commented, “We believe the $1.5B licensing fee, payable to NVIDIA in six annual installments, is financially a good price for Intel for such technology and has limited financial impact on INTC’s earnings. We are slightly altering our estimates to reflect the licensing payments, and reiterate our rating. The amortization impacts 2011 GM and EPS by 39bps and $0.02, respectively, bringing our 2011 EPS estimate to $1.88 from $1.90.

– U.S. stocks pared some of their losses and the Nasdaq Composite briefly turned positive on Thursday, boosted by a spike in shares of Apple Inc .

The broad S&P 500 was still down more than 1 percent on worries about the economy and as crude prices tumbled after the International Energy Agency said it will release 60 million barrels of oil from strategic stockpiles to help the global economy.

But the Nasdaq had cut its losses enough to edge back into positive territory for the year.

The Dow Jones industrial average .DJI dropped 140.35 points, or 1.16 percent, to 11,969.32. The Standard & Poor’s 500 Index .SPX fell 13.19 points, or 1.02 percent, to 1,273.95. The Nasdaq Composite Index .IXIC dipped 4.86 points, or 0.18 percent, to 2,664.33.

Is Congress listening about the news that an estimated three-quarters of the country’s nuclear sites have leaky pipes?

Two top elected officials have heard the news, and they are demanding the federal government do something about leaky pipes at these sites.

Representatives Edward J. Markey , senior member of the Energy and Commerce Committee and Ranking Member on the Natural Resources Committee, and Rep. Peter Welch , chief deputy Democratic whip, just put out a negative report from the Government Accountability Office report that says that the Nuclear Regulatory Commission and licensees must do more to stop leaky pipes at nuclear reactor sites.

Worse, no one in government knows how serious the problem is, and the GAO says it can’t figure out the problem, either, because the information is insufficient.

This is a fire-engine red alert problem, the Congressmen say. “Buried pipes at nuclear power plants carry water necessary to cool nuclear reactors.
